Tokyo, September 22, 1909. YOU will no doubt have received from His Majesty's Minister at Peking a copy of despatch No. 37 addressed to him on the 25th August last by the acting British consul-general at Mukden, relative to the conditions of lease, &c., in the Mukden Railway settlement.
With reference to that despatch I have the honour to forward herewith a copy of a despatch from the acting British vice-consul at Dairen, inclosing the regulations governing residents in these settlements.
A copy of this despatch has been forwarded to Sir J. Jordan.

Dairen, September 3, 1909. WITH reference to Mr. Willis's despatch of the 26th August last regarding the South Manchuria Railway settlements, I have the honour to transmit herewith copy of the regulations governing residents, &c., in these settlements, and the regulations concerning rates and fees. I have been furnished also with a list of the land charges now in force, and with the complete set of the rules and regulations regarding these settlements, and will forward translations as soon as they can be made.

Agreement governing Residents, Tenants, &c., in South Manchuria Railway Company's Railway Area.
IN order to enable South Manchuria Railway Company to further the general welfare and common interests of all the residents, tenants, &c., in the company's railway area, all persons who may reside or sojourn in the said area, rent land or buildings therein, shall hereby be considered to have entered into the present agree- ment, and shall undertake to strictly observe the following stipulations, viz. :---
1. Public interests shall be respected and the company's laws and regulations be adhered to.
2. Whilst on one hand the benefits of all public works and institutions shall be shared in common, on the other hand the expenses requisite for their promotion and maintenance shall also be borne in common in the form of rates, to be collected according to the company's regulations.
3. Whoever has infringed this agreement or the company's laws and regulations, or has been found guilty of acts inimical to public interests, shall be made to leave the railway area, if necessary, by police force.
4. All people, irrespective of nationality, shall be treated on an equal footing in the railway area, and shall observe this agreement in the spirit of mutual co-operation.
